It was never a question of if, but rather when the CEP would announce the first changes to the electoral calendar, synonymous with an extension of the transition period without a set expiration date. The CEP, given the task of conducting a constitutional referendum decided by the Pact for Stability and Elections, stated in a press release on Wednesday, April 8, 2026, that it is “currently working on harmonizing the electoral decree of December 1, 2025 with the provisions of Articles 12 and 14 of the Pact.” “An approach that significantly impacts the electoral calendar,” the Council emphasized.
It is not known whether the CEP acted under constraint or not. But things are now clear regarding the electoral calendar—setting aside, for the moment, any consideration of the security situation. Lower Artibonite continues to operate at the rhythm of repeated massacres, and in the West, there has been no significant improvement in security that would suggest the possibility of conducting electoral activities with any degree of calm. It now remains to be seen whether these calendar changes will extend beyond February 7, 2027, a date with well-known political and symbolic weight.
