In a new report made public on March 14, 2026, the Organisation des Citoyens pour une nouvelle Haïti once again sounds the alarm on the issue of civil registration in the country, particularly in the departments of Grand’Anse, Artibonite, Nord-Est, Centre, and Ouest. For the civil society organization, the finding is unequivocal: the management of civil registration in the aforementioned departments is “faced with structural, administrative, and legal shortcomings that compromise citizens’ access to their fundamental rights and weaken public governance,” the report states.

This conclusion is based on several observations by the organization, including repeated cases of civil registrars abandoning their posts in certain localities without any replacement plan; offices housed in unsuitable buildings; and a lack of human and material resources enabling officials to properly carry out their duties. These structural and organizational failures affect “the exercise of citizens’ fundamental rights,” but also “hinder the State’s ability to have reliable demographic data, essential for the development of appropriate public policies,” the report emphasizes.
