How can local development in Haiti be financed through municipal bonds? It was around this ambitious question that the 15th edition of the International Finance Summit was held at the Royal Oasis Hotel on April 28, 2026. The event brought together students, intellectuals, public figures, and representatives of public and private institutions. But before exploring this financing mechanism, which does not yet exist in Haiti, experts chose to take a step back: to provide an honest assessment of Haitian municipalities—their potential, their capacities, their opportunities, and their challenges. A prerequisite deemed essential before considering the future.
Led by economist Kesner Pharel, the panel brought together Jean-Claude Ulrick, Director General of IFOS, and engineer Hervens Jeanty, a specialist in local governance within the same institution. The message from both experts was clear: before discussing municipal bonds, it is necessary to understand the starting point of municipalities.
