The BRH had financed the public deficit to the amount of 32.6 billion gourdes as of June 30, 2026, according to the Table of Government Financial Operations (TOFE) prepared by the MEF, a copy of which was obtained by Le Nouvelliste. The table indicates that the Treasury recorded “a deficit of 5.1 billion gourdes on a commitment basis. On a cash basis, the Treasury deficit reached 44.2 billion gourdes, reflecting the scale of the cumulative financing need, approximately 53% of which materialized during the first quarter,” according to the note. It also highlighted “a positive balance of 32.6 billion gourdes at the end of June 2026, compared with a negative balance of -3.2 billion at the same date in 2025. This development, following a level of 0.77 billion at the end of December 2025, reflects the persistence of cash-flow needs covered by BRH advances.” The TOFE provided information on expenditures made, revenues collected and Treasury bill issuances.
