Among the many documents required when filing a candidacy for the country’s upcoming elections, Article 153, paragraph 20 of the electoral decree requires a certificate issued by the Bank of the Republic of Haiti (BRH). Without this document, the candidacy filing is inadmissible. In a previous newspaper article, several economists told Le Nouvelliste that individuals sanctioned by the U.S. Department of the Treasury and by certain foreign countries would not be able to obtain this document. The BRH explains the procedure to follow in order to obtain the certificate.

According to Article 153, paragraph 20, at the time of filing a candidacy, the candidate must submit “a certificate from the Bank of the Republic of Haiti (BRH) attesting that the candidate is neither an insolvent debtor, nor bankrupt, nor banned from using checks, nor someone who has been the subject of repeated payment incidents.”
