This is one of the key moments of the Ministry of Defense forum, held this Friday, August 21, 2026, at the Karibe Hotel, under the theme "What army for Haiti?". Indeed, at the start of the day, an inter-institutional framework agreement was signed between the State University of Haiti (UEH), through the Faculty of Law and Economic Sciences (FDSE), the Ministry of Defense, and the Haitian Armed Forces (FAd'H), represented respectively by Dieuseul Prédélus and Eugène Pierre Louis, rector of UEH and dean of FDSE, Mario Andrésol, Minister of Defense, and Derby Guerrier, commander-in-chief of the FAd'H.

The main objective of this framework agreement is to "sustainably strengthen the Ministry of Defense and the Haitian Armed Forces at different levels through a structured partnership with the Rectorate of the State University of Haiti through the Faculty of Law and Economic Sciences, focused on training leaders, applied research, good governance, and improving inter-institutional coordination in respect of the Constitution and laws of the Republic," explains Me Eugène Pierre Louis.
