The fifth and final inaugural conference for preparatory activities regarding the implementation of the new penal codes and criminal procedure took place on Friday, September 25, 2026, at the American University of Les Cayes. Organized jointly with the Commission for the Implementation of Criminal Reform (COREFORP), with the support of the United Nations Development Programme (UNDP), the meeting brought together judges, lawyers, police officers, academics, law students, and civil society representatives to prepare for the enforcement of the two new codes, scheduled for January 1, 2027.
This conference, themed "Criminal Reform: A Collective Commitment for New, Humane Justice and a Fairer Society," specifically addressed the necessary conditions for the effective application of the reform.
The new president of the Bar Association of Miragoâne, Me Jonas Saimphil, called for a perspective that goes beyond the content of the new texts. "A reform can be necessary without being sufficient. And that is precisely where our critical thinking must begin," he stated.
