Launched at the initiative of the Rassemblement pour une entente nationale (REN), political leaders, civil society, and religious sector representatives gathered in Pétion-Ville on October 8 and 9, 2026, in a search for a way out of the crisis, adopted the manifesto of the National Consensus Assembly on Friday, October 9, 2026. The document, published this Thursday, October 15, outlines a bicameral executive, a new government formed by technocrats headed by a new Prime Minister.

At the heart of the Manifesto is a declaration of principles that, according to the National Consensus Assembly, binds all its members. It opens with national sovereignty: solutions to the crisis must be decided by Haitians, in Haiti. "International aid is welcome; tutelage is not," the text specifies.
