The clerical offices of the first instance courts are struggling. A shortage of clerks in these courts is beginning to affect the work of magistrates. The Professional Association of Magistrates (APM) urges the Ministry of Justice to urgently recruit and assign clerks to the most affected courts, warning of the risks of paralysis in the judicial system.

The Professional Association of Magistrates (APM) once again sounds the alarm about the glaring lack of clerks in Haitian jurisdictions, particularly in the first instance courts. In an open letter addressed to the Minister of Justice and Public Security, Patrick Pélissier, on October 19, 2026, the association demands urgent administrative measures to remedy this situation. Signed by its president, Marthel Jean Claude, the correspondence recalls a first approach undertaken on December 3, 2024, during which the APM had already drawn the ministry's attention to the consequences of the clerk shortage.
