This Provisional Electoral Council (CEP), in office since October 18, 2024, is practically breaking all records for longevity without having organized any elections. Two years after taking office, the CEP is assessing its performance without being able to announce a date for the next elections.

It is rare, very rare in Haiti since 1987 for a provisional electoral council to remain in office for two years. Moreover, its provisional status does not rhyme with longevity. This CEP, appointed on October 18, 2024, has seen its creator, the Presidential Transition Council, depart, and the current Prime Minister, modify its mission.

During these two years, the electoral institution has stated that it has multiplied initiatives to meet the necessary conditions for organizing the next general elections.

"Legal framework and electoral planning, the CEP submitted to the Executive, on December 30, 2024, a draft electoral calendar, a proposal for a referendum decree, a draft budget, among others. On November 14, 2025, it submitted a draft decree and an electoral calendar. The electoral decree was published on December 1, 2025, which has undergone several revisions up to that of October 6, 2026," the CEP enumerated in its assessment.

The electoral council prides itself on having organized several consultation meetings with political actors, "either to conduct the lottery for the allocation of campaign numbers to political parties and groupings or to present them with the candidacy registration platform, for which the new period extends to October 31, 2026. Subsequently, on October 2, 2026, discussions were held regarding amendments to the electoral decree.

The CEP also emphasizes that it has set up decentralized structures and electoral personnel and has evaluated polling centers as well as trained personnel at various levels.

"Furthermore, more than 1,000 electoral law commissioners benefited, on September 17, 2026, from training on electoral disputes. To date, 2,853 electoral registry agents (ADRE) and 4,643 electoral security agents (ASE) are working to register voters. Voter registration, launched on July 20, 2026, across nine (9) departments, and then on July 30 in the Western department, is a major step in the process. As of October 23, 2026, 878,217 voters were registered and 1,306 registration and voting centers (CIV) are operational, according to available data."

The CEP claims that, according to preliminary data from its dashboard, 4,577 applications had been recorded by Monday, October 26, for various elective positions, while highlighting that women's participation accounts for 27.7% of all recorded applications.

"Electoral security remains a priority for the Council. In this perspective, a high-level meeting was held on October 13, 2026, with the Prime Minister, representatives of the Armed Forces of Haiti, the Minister of Defense, the National Police of Haiti (PNH), and the Gang Suppression Force (FRG), to examine the security conditions necessary for the upcoming elections," reminds the CEP in its assessment.

While nothing has yet been mentioned about the participation in the next elections of Haitians living abroad, the CEP notes that it has conducted missions in Chile, Canada, Brazil, France, and the United States, participated in the election observation program in the United States, Brazil, and Quebec. These efforts, according to the CEP, align with the reflection on implementing a pilot experience for the electoral participation of Haitians living abroad.

What about the next steps in organizing the elections?
"The upcoming steps remain as crucial as they are decisive," acknowledges the CEP, which, in this assessment, was still unable to set a date for the next elections. Consultations with political actors and those from civil society from October 19 to 23, 2026, were to lead to the adoption of a revised electoral calendar in anticipation of the upcoming elections.
The CEP announces the recruitment and training of supervisors and MBVs, the finalization of the electoral list, the acquisition of sensitive and non-sensitive materials, the establishment of BTVDs, among others.
The assessment of this electoral council over two years also counts three presidents, four versions of the electoral decree, the modification of the electoral calendar that has never been respected... For now, the cost of these operations remains unknown.
In the CEP's defense, it should be noted that the Presidential Transition Council and the government currently led by Alix Didier Fils-Aimé have not created the necessary security conditions for holding elections in the country.
The CEP had already pointed out that 23 municipalities spread across four departments, including 12 in the West, 8 in Artibonite, 3 in the Center, and one in the Northwest are reputed to be under the control of armed gangs. In some cases (Croix-des-Bouquets, Carrefour, Gressier, Petite Rivière de l'Artibonite for example), the state (General Tax Directorate, National Police of Haiti) is completely absent. The departments of the West and Artibonite represent over 54% of the national electorate.

Si vous avez déjà créé un compte, connectez-vous GRATUITEMENT pour lire la suite de cet article.
