The Republic of Haiti has the opportunity to build on recent advances in identification and extend the benefits of a valid unique national identification card to a larger number of people, according to a new report from the World Bank Group published on Tuesday, October 27, 2026, titled "Diagnostic of the Identification Ecosystem: Haiti."
According to estimates, between 2.7 and 3.1 million Haitian adults — about one in three — still lack a valid card. Expanding coverage could enable more people to access essential services, employment, and economic opportunities. In this regard, the World Bank Group's Operations Manager in Haiti, Anne-Lucie Lefebvre, urges Haitian authorities to "Improve the identification system so that both public and private service providers can use it to provide essential verification and authentication services, including the verification of uniqueness, authenticity of titles, and validity of identity information."
