"The CSCCA notes a significant under-execution of budgetary expenditures at the end of the first half of the fiscal year. As of March 31, 2026, the executed expenditures amounted to 120.93 billion gourdes against forecasts of 345.51 billion, resulting in an execution rate of only 35.00%. At mid-year, nearly two-thirds of the credits planned in the budget remain unexecuted," indicated the "budget execution report for the first two quarters of the 2025-2026 fiscal year," prepared by the CSCCA, dated October 2026.

"This overall under-execution, however, masks a significant acceleration in the pace of spending compared to the previous fiscal year. Expenditures have increased by 19.20% year-on-year, compared to an increase of only 9.30% in mobilized resources," according to this report from the Court.
