The European Union (EU) issued a statement on Thursday, October 29, regarding the situation in Haiti, particularly the electoral process and security situation. In this text, the EU acknowledges the recent developments in the electoral preparations in Haiti and reaffirms its support for the organization of elections. It believes that holding credible, transparent, and democratic elections is essential to ensure institutional legitimacy.

On the other hand, the EU advocates for the credibility of the process and addresses the situation of sanctioned individuals in their relation to gangs and instability. “The European Union reminds of the existence of various regimes of international sanctions, including its own sanctions regime targeting individuals responsible for threats to the peace, stability, or security of Haiti, or for violations of democracy and the rule of law. It reaffirms the importance of these mechanisms to preserve the credibility and integrity of the electoral process,” the text argues.

Before this position, the ambassadors of France and Spain in Port-au-Prince also emphasized the importance that future candidates be “honorable,” “acceptable” and that they can “dignify represent Haiti.” The EU’s statement comes as a new version of the electoral decree lifts restrictions imposed on sanctioned individuals so they can participate in the elections.

In the same vein, the European Union welcomes the extension by the United Nations Security Council of the mandate of the Gang Suppression Force (FRG) until March 31, 2027. “The FRG plays a crucial role in improving the security conditions necessary for the holding of elections. The European Union pays tribute to the countries providing personnel to the FRG and expresses its solidarity with El Salvador following the disappearance of Salvadoran military personnel. The European Union remains determined to work with Haiti’s regional and international partners to support efforts to resolve the current crisis. It is notably working closely with the Organization of American States (OAS) to support the Haitian National Police (PNH), including in its joint operations with the FRG, through the establishment of five forward operating bases, thereby contributing to the broader stabilization efforts in the country,” the statement reads.
