"Mobilization of public revenues: what levers for Haiti?" This question was the focus of the BID Wednesday this week, held via the Zoom platform. This issue was thoroughly discussed by various speakers: Corinne Cathala, representative of the Inter-American Development Bank (IDB) in Haiti, economist Kesner Pharel, CEO of Group Croissance, Bernard Haven, senior economist at the World Bank, Jean Michel Silin, director general of the budget, Robert Paret Junior, president of the Profin Group, and André Lemercier George, former Minister of Economy and Finance and former director general of the General Directorate of Taxes (DGI).
By analyzing the current budget and comparing it with previous ones, Bernard Haven considered the mobilization of revenues as a challenge in Haiti. It is a fundamental challenge, he emphasized. "In nominal terms, the 2026-2027 budget increases by 16% compared to the initial 2025-2026 budget. However, in real terms, it has decreased due to an inflation rate of 17% observed in the Haitian economy," the senior economist at the World Bank stated, highlighting the monetary financing forecast included in the current budget.
