In total, 1,189 new police officers, 947 men and 242 women, have joined the ranks of the Haitian National Police (PNH) during the graduation ceremony of the 37th promotion, organized this Friday at the National Police School, in the presence of Prime Minister Alix Didier Fils-Aimé. During this ceremony, the head of government urged the new officers to serve the nation with honor, discipline, courage, and integrity. Named "Dessalines", this new promotion is the third cohort resulting from the P4000+ program.

The United States Embassy in Port-au-Prince congratulated the 37th PNH promotion. "This important milestone brings the total number of new police officers trained and deployed under the U.S.-funded P-4000 program to over 3,200, significantly strengthening the essential forces needed to restore a baseline level of security across the Haitian territory," the embassy reported in a statement.

"With over $25 million in funding provided by the International Narcotics and Law Enforcement Affairs (INL) of the State Department, the P-4000 program continues its goal of recruiting, training, and equipping over 4,000 police officers by spring 2027. In just 16 months, the program has trained as many new police officers as the National Police Academy typically does in seven years," the embassy added.

According to officials, these new police officers will be deployed "directly within communities to dismantle criminal gang networks, maintain control of liberated territories, and secure essential infrastructures and main traffic routes, alongside specialized units of the Haitian National Police (PNH), the Haitian Armed Forces (FAd'H), and the Gang Enforcement Force (FRG) authorized by the United Nations".

"To ensure the integrity of the ranks, the program uses retinal scan lie detection technology to check for any links of candidates with gangs. It also incorporates mandatory training focused on ethics, leadership, and human rights into its core curriculum," according to the United States.
