The National Police of Haiti (PNH), with the support of the Gang Suppression Force (FRG), launched a large operation on Monday, November 2, 2026, in several sectors of the Cul-de-Sac Plain, notably in Carrefour Shada, Croix-des-Missions, and Santo 17. Several armored vehicles have been mobilized to support the units engaged on the ground. Salvadoran military personnel, several thousands of whom have been deployed in the country by President Nayib Bukele, have also been seen in the area.

"This operation aims to eliminate illegal toll booths, thwart kidnapping attempts, and put an end to other abuses that the population suffers from armed gangs operating in the Plain," stated the Police Communication Directorate (DICOP) in a press release.
