Every two years, Americans are called to the polls to renew the House of Representatives and one third of the Senate. Haiti copied this model in its latest Constitution but has never managed to implement it in practice. Not because it would be too costly or complicated, but because no elected official in our country willingly accepts the end of their term. Everyone seeks to extend the pleasure and privileges attached to their position.
The pendulum, this cyclical movement that causes changes in majorities, played its role during the American elections on November 3. Once again, an incumbent president, who has all the state apparatus and considerable financial resources at his disposal, sees his party lose in an election.
