The sectors involved in establishing the Presidential Council are not willing to let the presidential advisors lead the transition independently. They never miss an opportunity to oppose and criticize decisions made by TPC members, which they believe do not conform to the April 3 agreement or serve their interests.
In a memorandum addressed to the members of the Transitional Presidential Council this week, the Monitoring Bureau of the Montana Accord, a stakeholder in the April 3 agreement, noted that since the "failed elections of April 30 for the Council President, there have been a series of difficulties in establishing the initial phase of the transition, particularly due to the absence of a legal and institutional framework that should define the content of this transition, the modalities of its implementation, and the clear objectives expected by the population."
