The Government Commissioner at the Court of Appeals in Port-au-Prince, Claude Jean, issued a ruling regarding the appeals filed by several individuals implicated in the order related to the assassination of Jovenel Moïse. In this document, which spans more than ten pages, the magistrate requested the court "to favorably consider the appeals of Jean Laguel Civil, Zéphirin Ardouin, and Claude Joseph, to overturn the contested order, and to order supplementary information in each case concerning the specific reasons related to them."

Regarding Claude Joseph, the document states that the former Prime Minister requested the annulment of the order, asserting that no link has been established between him, who was close to the late president, and the group that carried out the heinous act. "Considering that the judge based his decision solely on statements suggesting that the appellant expressed a desire to seize power, but that the strategy used to achieve this has not yet been established; and considering that a review of the initial judge's findings clearly shows that the statements used as evidence by the investigating judge do not connect the appellant to the assailants, it is insufficient to claim that a crime benefits someone and, therefore, to hold them responsible for that crime without establishing a causal link between the individual and the fact that they benefit; and given that no link has been established between the appellant and the other defendants, the contested order must be overturned and supplementary information should be ordered to verify any possible connections between this appellant and the assailants who committed the crime," the document states.
