The summit in Jamaica, held from June 11 to 13, ended with two conflicting projects. "The project of the joint declaration signed by political and social forces in the majority who opted for the establishment of a bicameral government that aligns with the constitution, and the project outlined by the Prime Minister in his declaration on June 13, expressing attachment to the adelante project of December 21," said the President of the PHTK during his participation in the Panel Magik program on Thursday, June 15, 2023. "The group of people who signed the Kingston declaration opposes the expansion of December 21, and they also do not want to integrate December 21 because we have observed that for the past two years, the Prime Minister alone has accumulated the roles of Prime Minister, Head of State, and Minister. We cannot allow a single person to make bad decisions at the helm of the country for such a long time, leading us to where we are," he added.

The Prime Minister has been in charge of the country for two years, and during this period, Haiti has faced a multifaceted crisis for which dialogue is proposed as the ultimate solution. The summit in Jamaica carries many promises. "If he wants to proceed with the agreement of December 21, he is free to do so. But if he has solicited a group of people to ask for their opinion on how to govern, they have clearly expressed their thoughts. It is not acceptable for one person to make all the decisions without being accountable to anyone during a transition period. Transition periods are usually short periods during which the government listens to political forces to organize elections and hand over the country to individuals resulting from legitimate and inclusive elections," emphasized Mr. Balthazar.
