Less than 15 days after the assassination of President Jovenel Moïse on July 7, 2021, Henry took over the reins of the Primature from where he has been ruling the country alone for exactly two years, with no checks and balances and practically no opposition. Pursuing the investigation into the assassination of President Jovenel Moïse, combating insecurity, organizing elections and revitalizing the economy were among the Prime Minister's priorities the day after his accession to the office.

In the absence of legitimacy or an official mandate, all Ariel Henry's promises would require the signing of a broad political consensus and the involvement of as many sectors of society as possible in the running of the country. This led to an initial political agreement, the September 11 Accord, published in the country's official gazette and signed by former fierce opponents of Jovenel Moïse and non-representative sectors of civil society. This agreement did not have the desired effect.
