Economist Etzer Emile expressed concern that the Haitian Government has not shown any signals demonstrating its willingness to put an end to the issue of insecurity in the country. "I see it as a sort of indifference combined with incompetence and at the same time based on a lack of resources," he said, lamenting the absence of a security plan within the Haitian National Police.

"I realize that no security plan is being executed; we can see that when there's chaos, the Prime Minister visits the police base or holds a punctual meeting, but there's nothing defined, followed, and scientifically implemented. We can't achieve effective results without using science, planning, strategy, and scientific information collection to reach the intended goal," Etzer Emile continued.
