All municipalities in the metropolitan area and certain provincial cities, especially in the Artibonite department, are either completely or almost entirely controlled by armed gangs. The efforts of the Haitian National Police (HNP) to counteract the criminals are insufficient to restore peace in the occupied areas. Assassination, kidnapping, rape, theft... the population bears the brunt. This situation has persisted for several years. But since the assassination of President Jovenel Moïse, the country has plunged into chaos.

It is in this context that the current government, helpless and incapable, requested in October 2022 the intervention of a multinational armed force in Haiti to counter the growing power of armed gangs. Since then, the country has been divided on the issue. The National Police still cannot push back the gangs, the multinational force is still not formed, and the country sinks a little deeper into anarchy every day, with the population paying a heavy price.
