"My message to the population: collaborate with the PNH, do not undermine the efforts of our male and female police officers," stated Frantz Elbé, the acting Director General of the PNH (Police Nationale d'Haïti), on Sunday, September 24, 2023, while discussing various operational theaters, the logistical reinforcement of the police, and the introduction of the Temporary Anti-Gang Unit (UTAG).

"There have been significant efforts in Carrefour-Feuilles. We have a presence, and people continue to return to their homes. Calm is beginning to return," he said.
