The members of the Expert Group, established by UN Security Council Resolution 2653 (2022), have presented a final report to the President of the Council on the activities of armed gangs in Haiti. In this document, the committee provided an overview of the situation, characterized notably by the expansion of armed gangs in the country, particularly in the departments of the West and Artibonite. The Expert Group also made recommendations to the UN Security Council regarding Haiti.
The Expert Group urges the UN Security Council to apply targeted arms embargoes to all non-state actors in Haiti, not only to individuals and entities subject to sanctions. However, they request exemptions for equipment acquired exclusively for use by the UN, regional organizations, diplomatic representations, or in the event of foreign assistance to the Haitian National Police.
