Following the institutional tangle regarding the organization of the admission exam, the Rectorate of the State University of Haiti, in a letter addressed to the deanship of the Faculty of Medicine and Pharmacy at UEH, expressed its intention to take charge of the management of hospital residency. "The executive committee of UEH hastens to request that you kindly suspend any initiatives related to the third cycle of medical studies, pending deliberation by the competent authorities of the Rectorate, and thoroughly discuss all aspects with you," informed the UEH Rectorate.

As justification, the Rectorate mentioned, "the recent upheavals at the level of the FMP concerning this matter may seriously jeopardize the interests of the faculty and UEH, as evidenced by the article in Le Nouvelliste today titled 'Beyond Accreditation: Haitian Medicine Faces Another Threat with Hospital Residency,' and the latest opinion from the Ministry of Public Health and Population dated October 19, 2023. The Executive Council is obliged to adopt conservative measures to safeguard the interests of your faculty and UEH," stated the UEH Rectorate, addressing the dean and vice-deans of FMP-UEH.
