The ULCC recommends initiating legal action against several former senators for embezzlement of public assets, including non-returned official vehicles at the end of their respective mandates and an audit of the Senate. "The ULCC recommends the initiation of legal action against Joseph LAMBERT, Wanique PIERRE, Richard Lénine Hervé FOURCAND, and Gracia DELVA for embezzlement of public assets in accordance with the provisions of Article 5.4 of the law of March 12, 2014, on the prevention and repression of corruption," reads the report made public on Wednesday, November 15, 2023.

"Several Senate vehicles assigned to former senators have not been returned to the administration of this institution. According to statements made to ULCC investigators by Mr. OCCELAN, of the thirty-three (33) vehicles allocated to the last ten (10) senators whose terms ended on the second Monday of January 2023, the Senate administration has only recovered twenty (20). Thirteen (13) vehicles have not been returned, despite the issuance of a circular to all former senators instructing them to return all institution materials in their possession.
