The Superior Court of Auditors and Administrative Disputes (CSCCA), after waiting for over a year and a half, referred to Prime Minister Ariel Henry in a letter dated November 16, 2023, to report "failures to meet the requirements for the conservation and communication, for legal purposes, of documents and accounting records, as required by law for officials of the Ministry of Foreign Affairs and Worship (MAEC)" in the context of the audit "of diplomatic missions and consular posts established in the United States of America and the Dominican Republic for the period from October 2015 to September 2022," as learned by Le Nouvelliste on Thursday, November 23, 2023.
The CSCCA had sent a letter to the Minister of Foreign Affairs and Worship on March 18, 2022, to request documents and information. At the request of the Ministry of Foreign Affairs, an extension of fifteen (15) days was granted to respond. However, despite reminder letters dated July 18, 2022, and August 21, 2023, the Court noted that no response had been given to its request, as learned by Le Nouvelliste. The CSCCA wrote to Ariel Henry on November 22, this time in his capacity as Minister of the Interior and Territorial Collectivities, to inform him of the audit of diplomatic missions and consular posts established in the United States of America and the Dominican Republic for the period from October 2015 to March 2022 and to request a series of reports on the number of passport booklets sent to the Embassy of Haiti in the United States of America (Passport Unit); on the number of passports produced and delivered by the Passport Unit of the Embassy of Haiti in the United States of America; on the allocations from MICT to diplomatic missions and consular posts established in the United States of America and the Dominican Republic, on the status of MICT personnel assigned to diplomatic missions and consular posts established in the United States of America and the Dominican Republic; on the letters of appointment or contracts of MICT personnel assigned to diplomatic missions and consular posts established in the United States of America and the Dominican Republic; passport rates and emergency processing for minors and adults, we have learned.
