The notable rise in the HNP budget in just over a decade, the lion's share allocated to operations, and the meager portion left for investments, coupled with governance issues within the institution, are elements highlighted in an assessment made by economist Kesner Pharel from the Observatory of the Haitian Financial System at the Growth Group.
Economist Kesner Pharel, along with others, long before the shuttles between Nairobi, New York, Washington, and Port-au-Prince, before the uncertainty surrounding the multinational security support mission, and the behind-the-scenes discussions of lawmakers demanding explanations on the American financing of this mission, had, during an ANMH agora in 2022 or late 2023 at a university addressing the issue of insecurity, pinpointed the dilemma of inefficient budget allocation.
