Jocelyn Dor, a 31-year-old Haitian citizen residing in Orlando, Florida, "affiliated with the criminal organization 400 Mawozo," was sentenced to 60 months in prison on Wednesday, February 28, 2024, for participating in a highly sophisticated smuggling operation that facilitated the export or attempted export of at least 24 firearms from the United States to Haiti, along with hundreds of rounds of ammunition, as stated in a press release from the US Embassy in Port-au-Prince on Wednesday, February 28, 2024.

According to the press release, Jocelyn Dor, who pleaded guilty after a period on the run, acted as a straw purchaser for 400 Mawozo, responsible for the kidnapping of 19 Americans. "From September 18, 2021, to October 17, 2021, he purchased 10 high-powered semi-automatic rifles from gun stores in the Orlando area, on the instructions of Germine Joly (Yonyon), with the express purpose of shipping these weapons to the leaders of the 400 Mawozo gang in Haiti. The rifles were intended for combat. One of the weapons, a Barrett .50 caliber rifle, is primarily used by the military against heavy equipment. Dor falsely declared to the gun sellers that he was the 'actual buyer' of these weapons. He also received multiple transfers of thousands of US dollars from his co-conspirators to ensure payment," the press release stated.
