There is increasing evidence that the Haitian population is being abandoned to its fate. Kidnappings and bloody gang attacks on neighborhoods show no signs of abating. It even appears that the criminals are challenging national and international institutions tasked with monthly recording serious human rights violations in the country to find work. Year after year, the number of victims of kidnapping, rape, murder, and internally displaced persons due to insecurity continues to rise.

Over the past three years, the progress the country has made in the field of human rights has been shattered. Even traveling from one point to another within the territory has become a very high-risk endeavor. Countless drivers and passengers have been killed or kidnapped for daring to traverse public roads controlled by gangs.
