The Caribbean Community (CARICOM), an important actor in seeking a solution to the Haitian crisis, wasted no time in reacting after the publication of the decree establishing the Transitional Presidential Council on April 12th. Indeed, the regional body issued a statement less than an hour after the document was released. "The Heads of Government of the Caribbean Community (CARICOM) welcome today's news of the publication of the decree establishing the Transitional Presidential Council in Haiti. The creation of the nine-member Council, with broad-based and politically inclusive representation, indicates the possibility of a fresh start for Haiti," the statement reads.
Further on, the Heads of State recalled that CARICOM "has supported Haiti, its sister nation, through a difficult process to arrive at a formula of governance led by Haitians. This formula will guide the country, grappling with challenges, towards holding elections and restoring state institutions." "Following the agreements reached in Kingston, Jamaica, on March 11th, which brought together a diverse group of political stakeholders, the private sector, civil society, and Haitian religious denominations, the Transitional Presidential Council has developed a framework defining the establishment, organization, and functioning of the Council, and has reached a political agreement outlining the way forward," the statement notes.
