A government official contacted by Le Nouvelliste on Monday was in confusion since the publication of this document had not been authorized by the Council of Ministers. The government had to issue a statement to deny the veracity of the document.

A government official told the newspaper that the document has existed since April 12, 2024. "It was sent to the National Press at the same time as the decree establishing the Presidential Council, but the Council of Ministers has not yet authorized its publication," he told Le Nouvelliste.
