After several months of waiting, members of the Kenyan police force are beginning to arrive in Haiti this week as part of UN Resolution 2699 adopted in October 2023. Before the deployment of the force named Multinational Mission to Support Security in Haiti (MSSM), Haiti and Kenya signed an agreement on the status of this mission which grants a range of privileges and immunities to MSSM personnel.
The Haitian government acknowledges "the right of MSSM and its contractors to import, via the most convenient and direct maritime, aerial, or land route, duty-free, taxes, fees, and other charges, without further prohibition or restriction, equipment, provisions, supplies, fuel, materials, and other goods, including spare parts and means of transport, intended solely and officially for the use of MSSM," as highlighted by Le Nouvelliste in the mission status agreement.
