Ariel Henry, who first requested the deployment of this foreign force to Haiti, now sees his request being fulfilled from a distance. In a letter dated October 9, 2022, to António Guterres, the UN Secretary-General, the ousted head of government had called "on behalf of the Haitian people for the active solidarity of Haiti's friendly countries capable of deploying without delay an armed international specialized force to address the humanitarian crisis, particularly by ensuring the free movement of water, fuel, food, and medical supplies from the main ports and airports to communities and healthcare facilities."
In his letter to the UN Secretary-General, Ariel Henry had stated that "gang violence has caused shortages of certain basic food products. Activities are practically at a standstill, and the country's economy is suffocated."
