For the past two weeks, traveling to or from Cap-Haïtien via the Saint-Raphaël road has been nearly impossible due to severe difficulties. This stretch of National Route #3—the sole connection between the North and the rest of the country since the Puilboreau road became unusable—has been obstructed by a landslide near the "Gran Gilles" hill, close to Grande-Rivière-du-Nord.

"Traveling along this segment has been nearly impossible for two weeks. Numerous accidents have occurred, and both people and goods are unable to reach Cap-Haïtien, which has effectively been cut off from the rest of the country," a transporter told Le Nouvelliste.
