Newly installed as the third president of the Transitional Presidential Council, Fritz Alphonse Jean has announced the reactivation of the National Intelligence Agency (ANI) to combat insecurity. Created by President Jovenel Moïse in a special issue of Le Moniteur on November 26, 2020, the ANI sparked numerous denunciations, to the point where the head of state mandated the OPC to review the document and provide recommendations. Here’s a look back at the decree establishing the ANI.
Jovenel Moïse had tasked the National Intelligence Agency with implementing the government's policy on intelligence and counterintelligence. The decree stipulated that the members of this structure would be granted immense and unlimited powers. According to the decree establishing the ANI, its agents were accountable only to the head of state and were untouchable in the exercise of their duties.
