In one year of the Transitional Presidential Council’s time in power, the number of times a state of emergency has been declared is countless. Every time insecurity appears to be out of control, the leaders of the transition resort to the state of emergency as if it were a miracle solution. Yet, from Ariel Henry to Garry Conille, then to Didier Fils-Aimé, or from Edgard Leblanc to Leslie Voltaire, it is difficult to say what the state of emergency has achieved in terms of improving security conditions. However, in other respects, only the naïve could claim that the state of emergency is useless. Perhaps one day we’ll know what it cost the country financially.
Like his predecessors at the head of the state and the CPT, Fritz Alphonse Jean has now declared his own period of state of emergency. As if by miracle, the two branches of the executive managed to meet on Monday, April 7, 2025, to renew the security state of emergency for one month. This decision comes at a time when gangs are making life unbearable for Haitians. From Kenscoff to Clercine–Tabarre to Mirebalais/Saut d’Eau, gangs are imposing their own law.
