One would be quite curious to observe a workday of the country’s highest authorities, particularly those responsible for the national security chain. With sirens blaring, flashing lights, and a convoy of SUVs, our leaders give the impression of managing daily emergencies—apparently their own. Every day, new families are torn from their homes and thrown into the streets. New lives are lost here, new martyrs there.

So far, despite the presence of the Multinational Security Support Mission (MSS), no effective strategy has been defined to combat the criminal groups. Reality shows that these groups—less equipped than the security forces—have a far better strategy for carrying out their macabre plan to destroy the capital. They have won the battle for territorial control.
