The CARICOM Eminent Persons, from the well-known “Caribbean Community” (CARICOM), are back to try to bring Haitian leaders back to the negotiating table at a time when it is becoming increasingly clear that security issues are not being properly addressed, that governance is at a standstill, and that the transition period is heading toward its end on February 7, 2026, without credible or viable proposals for constitutional reform, without any arrangements for a referendum—let alone for elections.

To put it simply, it is now accepted that the Transitional Presidential Council (CPT) will struggle to deliver on its promises, and that it is time to start considering new options.
