By this act, Louino Volcy officially becomes Haiti’s Ambassador Extraordinary and Plenipotentiary to France. Already serving in this diplomatic mission, Louino Volcy was promoted in June 2024 as Chargé d’Affaires a.i., then appointed ambassador in December of the same year, before being approved by the French authorities in February 2025. On April 17, he had submitted the figurative copy of his letters of credence, a preliminary step to his accreditation.

Louino Volcy’s career in France is not new. From 2020 to 2024, he served as Minister-Counselor at the Haitian Embassy in Paris. A jurist, teacher, and author, he has accumulated thirteen years of experience in Haitian diplomacy, after joining the Ministry of Foreign Affairs (MAE) in 2012 as the top laureate of the admission competition.
