The 2025–2026 budget decree is a revealing snapshot of many realities. The first feature of this picture is simple and clear: the State—unable to fulfill its sovereign duties of ensuring national defense, territorial integrity, the security of lives and property, access to health care and basic education as provided by the Constitution, unable to provide basic social services or to create the legal, financial, monetary, educational, and cultural frameworks as well as the road, electrical, digital, port, and airport infrastructures necessary to ensure sustainable development and economic progress for all Haitians across the 27,500 square kilometers of national territory—collects taxes and fees primarily to look after its own interests, those of our dear leaders.
Out of the 345.5 billion gourdes budget envelope, the State plans to spend 197 billion on “administrative operations.” The payroll—between the previous fiscal year and the one that began on October 1, 2025—has increased from 102.1 billion to 114.7 billion gourdes. In August 2024, the payroll report indicated that the State employed 100,022 people, divided into support staff, certified and qualified personnel, managerial staff, and senior officials.
