The Delegation of the European Union and the Representation of the Organization of American States (OAS) committed on Tuesday, November 4, 2025, to developing a partnership as part of a project aimed at strengthening the operational capacities of the Haitian National Police (PNH) and the Gang Suppression Force (FRG). The project provides for the construction and equipping of five advanced operational bases as well as mobile control units in the West Department. A ceremony took place at the OAS Representation Office in Pétion-Ville, attended by, among others, the Director General of the PNH, the Commander of the FRG, and representatives from France, Spain, Brazil, the Bahamas, and others. Through this project, the two regional institutions reaffirmed their commitment to strengthening the institutional and operational capacities of Haiti’s security forces. An agreement will be signed soon.

In his remarks, Cristobal Dupouy, the OAS Representative in Port-au-Prince, stated that this project will provide the PNH and FRG with the tools and infrastructure needed to respond effectively to the country’s security challenges. “This initiative demonstrates the shared commitment of the European Union and the OAS to support the efforts of the Haitian people and their institutions to restore security, the rule of law, and the stability required for social and economic development. It is a concrete and coordinated response to the security crisis facing the country, and a strong signal of international solidarity and shared responsibility,”
declared Cristobal Dupouy.
