The country is preparing to conclude the second phase of its long post–Jovenel Moïse transition with a third outlook. While former Prime Minister Ariel Henry, chosen by President Moïse before his assassination, was imposed by the international community to lead the first phase of the transition, the concept of a Transitional Presidential Council (CPT) was proposed by sectors of national life. The international community, through CARICOM, helped Haitian stakeholders give shape to and operationalize what was a promising idea. What is now proving to be a complete failure was, at the time, the best formula for allowing all those aspiring to succeed Ariel Henry to find a small place in power. As a result, the CPT governed the country without any opposition. All the major political actors were on board.
Even without sitting directly on the CPT, nearly all representative sectors of the country were directly represented, participated in the selection of the council members, and some sectors were represented in the Fils-Aimé government as they had been in the Conille government. It should also be noted that some actors of this CPT phase of the transition had already served in the Henry government.
