There was little suspense. There was no surprise. The Council of Ministers, chaired by Alix Didier Fils-Aimé, inherited power following the departure of the Transitional Presidential Council. In the absence of elections to hand over authority to elected officials, in the absence of a political agreement to determine what comes next, after the lamentable spectacles offered by those who attempted to impose a judge of the Court of Cassation or a presidential college, only the option enshrined in the amended 1987 Constitution remained.
That said, the Prime Minister—endorsed by the United States of America and recognized by the international community—holds all the powers, but also all the responsibilities, and will have to find solutions to the problems facing the country, particularly those related to security, and create the conditions for the organization of elections.
